Wisconsin Family Care Change Correlates 2 Rise County Elder Negligence Cases

A much anticipated symptom of the attempt to change Wisconsin Family Care to an insurance model was an elevation in County elder negligence reports.  In 2015 Wisconsin Law Makers passed legislation requiring the Department of Health services to transition the delivery of Family Care to an insurance plan model available State wide.

This caused many community long term care providers to completely cease operation.  Other businesses that had helped elders transitioned their models to variations in service to create more stable revenue streams.  These are strategies to maintain operation while the unplanned for changes are implemented from the top down through Wisconsin. 

This large loss of senior care providers diminished the ability of Wisconsin families to find help when caring for an elder.  This limited availability of staff to help and amplified the geographical size of underserved pockets in the State. 

Evidence of this has now been published in Columbia County.  Neglect, abandonment and self neglect are submitted to the County Elder Abuse Department.  Columbia County reported 108 cases last year.  Columbia County reported 137 cases this year.

Simply put, a huge top down , reformation of long term care services resulted in most traditional business models being fiscally insolvent.  Far less senior care services are available to local community members.  Elder abuse, neglect is a lack of adequate support for the senior. 

This rise in County neglect cases was forecast as a symptom of this greater State of Wisconsin long term care delivery process of change.  With the transition to Wisconsin Family Care IRIS 2.0 the risk increases across the process of change.  The rise in County elder neglect cases is evidence of this higher risk.
